California EPA Selects BOLD and EMplans for COOP

The California Environmental Protection Agency (CalEPA) selected Bold Planning Solutions to conduct their agency-wide Continuity of Operations Planning Project. The project was designed to meet the requirements as outlined by Governor Schwarzenegger’s Executive Order# S-04-06; which requires all Executive Branch agencies in California to create Continuity of Operations/Continuity of Government plans prior to September 30th.

Using the EMplans.com system as a base, Bold Planning Solutions created a customized CalEPA system to meet their specific planning needs. The customized version is located at www.CalEPACOOP.com. Using the system, each of the eight individual Cal EPA Divisions were able to develop their Agency COOP plans over a three month period. The major benefits of using a web-based COOP planning system are:

• All COOP plans developed by the divisions of CalEPA were similar in structure and layout
• COOP data for each Division is live, online at all times, and accessible by officials as needed during times of COOP activation and relocation
• COOP data can be easily updated any time to ensure up to the minute accuracy
• Senior level planners can grade plans online in real time and provide constructive feedback to division planners for future plan development
• Senior planners can “de-conflict plans” easily by running reports on data that have been put into the system, such as alternate facilities chosen
