Bold Planning Develops Web-based Bio-Terrorism Assessment Tool for Tennessee Department of Health
Bold Planning Solutions has won a competitive bid to consult on the development of a Public Health Preparedness Program for the Tennessee Department of Health. The project entails design, development and deployment of a Web-based bio-terrorism assessment survey for more than 5,000 state and local public health professionals in Tennessee.
Results of the 60-question assessment survey will be used to determine areas of strength as well as those in need of continuing improvement on an individual basis, for job categories and geographic regions.
“In these uncertain times, state agencies must be prepared to respond to emergencies quickly and efficiently,” said Peter Hodes, Associate of Bold Planning Solutions. “By completing this bio-terrorism assessment survey, the Tennessee Department of Health will gain a comprehensive understanding of its preparedness strengths and organizational needs.”
Bold Planning Solutions and the Tennessee Department of Health will create the final list of key questions for the survey based on the U.S. Centers for Disease Control and Prevention’s defined Bio-Terrorism Core Competency List, which includes:
- Emergency Preparedness
- Monitor health status to identify community problems
- Diagnose and investigate health problems and health hazards in the community
- Inform, educate and empower people about health issues
- Mobilize community partnerships and action to solve health problems
- Develop policies and plans that support individual and community health efforts
- Enforce laws and regulations that protect health and ensure safety
- Link people to needed personal health services and assure the provision of healthcare when otherwise unavailable
- Assure an expert public health workforce
- Evaluate effectiveness, accessibility and quality of health services
The overall goal of the program is to identify areas that are in need of additional training resources. Based on the results of the survey, the state will be better able to allocate limited resources to geographic regions, specific job categories and to weaker core competencies. The survey assessment will lead into the use of the new Learning Management System (LMS) currently being developed by the state of Tennessee as an on-line training resource for public health practitioners. The purpose of this process is to ensure that Tennessee is better prepared to respond to and recover from a potential bio-terrorism event, however, this same effort will also elevate the level of overall service in all aspects of day-to-day public health.
